Tinubu’s 90-Day Security Plan Can Help Nigeria Tackle Insecurity, Attah Says

Security expert and reform advocate Salisbury Attah has explained why President Bola Ahmed Tinubu’s 90-day security plan could provide a more coordinated approach to tackling insecurity across Nigeria.

Attah, in a statement issued on Monday, described Tinubu’s directive for the preparation of a National Threat Assessment as timely, stressing that the exercise could help the government develop a clearer picture of the country’s current security challenges.

He said the 90-day deadline should not be seen as an attempt to produce another strategy document, but as an opportunity to bring Nigeria’s existing security frameworks, institutions and resources together under a more practical operational plan.

National Threat Assessment to Guide Security Priorities

According to Attah, the National Threat Assessment will be crucial in identifying and evaluating the major threats confronting the country at present.

He explained that the assessment should provide a current understanding of the security situation, while the Strategic Defence Operations Plan would turn those findings into specific and prioritised military and defence requirements.

“The objective is not to discard what already exists, but to bring greater clarity to how existing strategies, institutions, capabilities and resources fit together,” Attah said.

He added that connecting threat assessment with military operations, available capabilities and funding would make the 90-day process more meaningful and potentially improve the government’s response to insecurity.

Why the 90-Day Timeline Matters

Attah believes the short timeline could help push security agencies and relevant institutions toward greater coordination and quicker implementation.

Rather than creating another standalone policy document, he said the process should focus on making existing security strategies work together more effectively.

The approach, he argued, could strengthen the link between strategy, operations, capability and funding, ensuring that identified security threats are matched with clear responsibilities, resources and operational priorities.

With insecurity remaining a major concern across Nigeria, the effectiveness of Tinubu’s 90-day plan will ultimately depend on how quickly the assessment is converted into coordinated action on the ground.
